The Commonwealth Association of Tax Administrators (CATA) is an associated organization of Commonwealth that promotes cooperation and collaboration among tax authorities in its member countries. Established in 1978, CATA aims to develop effective tax administration in its 47 member countries through knowledge sharing of best practices, conferences, training programs and publications.
CATA is an independent organization governed by a management committee which consists of 14 representatives from different member countries while the day to day administrative services of CATA is entrusted to a small secretariat based in London.
The CATA general meeting is held every 3 years and this is where President, Chairman of the Management Committee, Vice Chairman and six Regional Directors are elected. The current President of CATA is Mr. Muhammad Nami.
The most notable conference held by CATA is its annual technical conference. It is hosted by a different member country each year under a specific theme. The themes and topics are chosen for the technical conference based on those that are most relevant and applicable to CATA member countries. Some of the most recent themes discussed in CATA are focused on digitalization, enhancing tax compliance, sustainability, transparency and efficiency in tax administration. The 43rd Annual Technical Conference is scheduled to be held in the Maldives from 10 – 13 July 2023.

The Republic of Maldives is an island nation made up of 1190 coral islands and 20 natural atolls. The Maldives has an average height of around 4 feet above sea level, with the highest point in the country being just short of 8 feet. The capital city of the Maldives, known as Male’, accommodates one third of the total population of the country, with almost 300,000 people packed into a city with a total land area of 300 square km. The Maldives has a warm and humid climate, with a year round temperature of around 28 Degrees Celsius. Maldives experiences two monsoon seasons; the dry season which runs from December to April, and the rainy season which runs from May to November.
The Maldives is a Muslim state, and it has a unique language only spoken by the Maldivians called Dhivehi. The language was influenced by its Islamic and Arabic roots, and it is taught in schools up to Year 12.
The Maldives has a democratic political system, the current serving President, His Excellency President Ibrahim Mohamed Solih, was elected in 2018. Maldives has a parliamentary system, with elections occurring every 5 years.
Tourism
The tourism industry of the Maldives is the main source of GDP of the country, contributing to 21.4 percent in 2021. The main component of the tourism sector in the country are the luxurious resorts and hotels. In 2019, before the pandemic hit, the country collected a total of 21,161.34 million Rufiyya from tourism revenue (as per the Ministry of Finance). Despite taking a dip in revenue due to the pandemic, the tourism revenue has steadily been growing once more since the country reopened their borders.

Maldives Inland Revenue Authority
Maldives Inland Revenue Authority (MIRA) was established in 2010 with the enactment of the Tax Administration Act. MIRA’s main roles include the enforcement and implementation of tax policies and tax Acts, collection of all imposed taxes. MIRA is an independent legal entity and works together with the Tax Policy Unit (TPU) of the Ministry of Finance to implement tax and fiscal policies. The main taxes that are currently administered in the Maldives include Income Tax, Goods and Service Tax and Green Tax. MIRA also collects Non-Tax Revenue, of which major components include Tourism Land Rent, Airport Development Fees, Lease Period Extension Fees, Fines, and Commercial Land Rent.
